Introduction and Personal Life 

Sean Houlston is a business executive, community leader and long-standing Conservative candidate. 

Born in Shropshire and raised in Cheshire, Sean is the son of a factory worker and a seamstress. He was educated at local schools in Telford and Crewe before studying at Cheshire College and later becoming the first in his family to earn a degree in Geography and International Development from the University of Chester. Sean lives in East Cheshire with his wife, Zoe, and their son, Henry.

Sean has a keen interest in space and astrophysics, having once been part of a volunteer research team that discovered an uncatalogued exoplanet. He is equally passionate about geography and heritage, and often enjoys exploring local historical sites across Cheshire and the surrounding countryside.

What Sean Believes

Sean believes in liberty, responsibility and fairness. Government should focus on what it can do well, creating the right conditions for people and businesses to succeed without interfering in their daily lives. He trusts individuals, families and communities to make their own choices. For Sean, conservatism means backing work, rewarding effort and protecting the freedoms that allow people to shape their own futures. It is rooted in fairness and standing up for those who contribute, support their families and do the right thing.

His values were shaped in the early years of his life in Telford, where he saw the difference between those who worked hard and those who chose not to. It taught him that Britain must stand with people who take responsibility, not those who game the system. He backs a state that encourages work and rewards effort. In Crewe, Sean saw how limited horizons can hold young people back. Returning to his secondary school as a governor years later, he found too little had changed. That is why he believes education and skills must open doors for every child, wherever they live. Opportunity should be driven by ambition, not circumstance.

In his professional career, Sean has seen how bureaucracy and a lack of long-term planning can stall growth. For him, infrastructure is about building the backbone of a confident, connected nation that drives growth, strengthens energy security and expands opportunity.
 

Professional Career

Sean has built a varied and successful career across education, public service, and the construction sector. He is a senior leader at the National Federation of Builders — the UK’s oldest construction trade body — where he leads business development, service delivery, and digital marketing.

Under his leadership, NFB membership has stabilised and modernised, launching new services such as a digital information platform. Sean has also helped drive the organisation’s innovation work on artificial intelligence and digital adoption, training members and staff alike on the tools shaping the future of the industry.

For a period of time, Sean worked in the development and energy sectors, leading public consultations are some of the country’s largest projects. 

Before joining the construction industry, Sean worked in the development and energy sector, and previously led the office of a senior Member of Parliament and Minister, where he helped deliver millions in investment, boosted rural broadband coverage, and secured major NHS and regeneration projects. He was recognised nationally as a finalist for ‘Staffer of the Year’ for his leadership on the Homes for Ukraine refugee programme.

Public and Political Service

In 2025, Sean stood as the Conservative candidate in the Runcorn and Helsby by-election — the first since the Party’s General Election defeat. In one of Labour’s safest seats and at the start of the Conservative Party’s renewal process, Sean maintained the party’s vote position by running a campaign against Labour’s tax rises, supporting local businesses and fighting the unfair family farm tax.

In the 2024 General Election, he contested Widnes and Halewood, another Labour stronghold, where he put people at the heart of the campaign, grew local membership and engaged more than 50,000 residents through a digital-led approach to campaigning.

Sean has been a committed Conservative activist for nearly a decade, currently serving as Deputy Chairman of Congleton Conservatives. He has previously held roles including Area Deputy Chairman for Cheshire & Wirral, CPF Chairman, and 2019 General Election Campaign Manager.

Leadership in the Community

Beyond politics, Sean is deeply involved in education and community leadership. He is Governor and Chair of the Curriculum Skills and Stakeholders Committee at Reaseheath College, and Trustee of The Learning Partnership Multi Academy Trust, the largest trust in Cheshire.

He has previously held roles as Chair of Governors at Shavington Primary School and Vice-Chair at Sir William Stanier School, where he supported local education, including through challenging periods of leadership transition and school improvement. Sean has also served as a trustee of St Luke’s Cheshire Hospice, supporting fundraising and public engagement for end-of-life care.

Meet Sean

Sean is a national trade body director, where he works with businesses, policymakers and industry leaders to support growth, strengthen skills and shape national construction policy.

He previously founded and ran his own strategy and policy engagement consultancy, supporting organisations with communications, stakeholder engagement and long-term growth planning.

Earlier in his career, Sean led the office of a Government Minister and Member of Parliament, helping secure investment for schools, rural broadband and Leighton Hospital, and supporting major local infrastructure delivery.

Sean has also worked across the development and energy sectors, leading the consultation process on nationally significant infrastructure projects.

Alongside his professional career, Sean plays an active role in education leadership as a Trustee of The Learning Partnership Multi-Academy Trust and a Governor at Reaseheath College, supporting skills, apprenticeships and opportunity for young people.

He previously served as Chair of Governors at Shavington Primary School and Vice-Chair at Sir William Stanier School, leading school improvement.

Sean has also served as a trustee of St Luke’s Cheshire Hospice, supporting end-of-life care.

Sean has been an active Conservative campaigner for nearly a decade and has stood as the Parliamentary Candidate for Widnes & Halewood in 2024 and in Runcorn & Helsby for the 2025 Parliamentary by-election.

He currently serves as Deputy Chairman of Congleton Conservatives, leading campaigning and engagement across the local area.

Born in Shropshire, Sean lives in Cheshire with his wife Zoe and their son Henry.

Outside his professional and political work, Sean has a interest in exploring the countryside, English heritage and space, and was part of a volunteer research team that helped identify an undiscovered planet.
