Born in Shropshire and raised in Cheshire, Sean is the son of a factory worker and a seamstress. He was educated at local state schools before studying at Cheshire College and later becoming the first in his family to earn a degree in Geography and International Development from the University of Chester. Sean lives in Cheshire with his wife, Zoe and are expecting their first child this summer.

Sean has a keen interest in space and astrophysics, having once been part of a volunteer research team that discovered an uncatalogued exo-planet. He’s also passionate about history and geography and can often be found walking around local historical sites across Cheshire and the surrounding countryside.

Sean believes in limited government, personal responsibility, and the power of the free market. He holds the view that government should do fewer things but do them well — creating the conditions for people and businesses to thrive, not micromanaging their lives. He believes in trusting individuals, families, and communities to make decisions for themselves, free from unnecessary interference. For Sean, conservatism means backing enterprise, rewarding hard work, and protecting the freedoms that allow people to get on with their lives in the way that suits them best.

Professionally, Sean has built a varied and successful career across education, public service, and the construction sector. He is a senior executive at the National Federation of Builders — the UK’s oldest construction trade body — where he leads business development, service delivery, digital transformation, and digital marketing, and has overseen innovations such as the launch of a multi-channel digital advice and advocacy platform. Under his leadership, the organisation has grown, and Sean uses his platform to share insights and train colleagues on the technological advancements within the construction sector particularly with the use of Artificial Intelligence. 

He previously led the office of a senior Member of Parliament and Minister, where he helped deliver over £66 million in investment, led efforts to boost rural broadband coverage and played a key role in securing funding for major NHS and regeneration projects. Sean was recognised as a finalist for ‘Staffer of the Year’ for his local leadership on the Homes for Ukraine refugee programme.

Sean’s work and public service reflect a strong commitment to three core areas: education and skills, national infrastructure and resilience, and employment and productivity. He believes in the transformative power of education to unlock opportunity, and has long championed greater investment in skills and vocational training to prepare people for the changing economy. With a background in major infrastructure and regeneration projects, he is a passionate advocate for strengthening the UK’s resilience — from digital networks and transport to energy and health. Sean also sees increasing productivity and meaningful employment as essential to a thriving nation, and supports policies that empower small businesses, reward work, and drive long-term economic growth.

In 2025, Sean stood as the Conservative candidate in the Runcorn and Helsby by-election — the first since the Party’s General Election defeat. In one of Labour’s safest seats, he ran a dynamic, people-focused campaign, securing a strong third-place result and helping lay the groundwork for future Conservative revival. In the 2024 General Election, he contested Widnes and Halewood, where he increased local party membership by 8%, minimised vote share decline compared to national trends, and reached over 50,000 people through a digital-first campaign.

Sean has been a committed Conservative activist for nearly a decade, currently serving as Deputy Chairman of Congleton Conservatives. He has previously held roles including Area Deputy Chairman for Cheshire & Wirral, CPF Chairman, and 2019 General Election Campaign Manager.

Beyond politics, Sean is passionate about education and skills. He is Chair of Governors at Shavington Primary School and Vice-Chair at Sir William Stanier School, where he has supported local education for over six years, including through challenging periods of leadership transition and school improvement. He has also served as a trustee of St Luke’s Cheshire Hospice, where he helped oversee strategic fundraising and public engagement, and currently sits on the Board of Reaseheath College, one of the UK’s leading land-based training institutions.
